The definitive immigration status

Permanent Residency is the definitive immigration category granted by the National Directorate of Migration, with no need for periodic renewals. It is the status that, after completing the corresponding period of legal residency, allows you to apply for naturalization and Paraguayan citizenship.

With 3 years of legal residency in the country (usually counted from Permanent Residency), it is possible to apply for naturalization and obtain Paraguayan citizenship and passport, without giving up your original nationality.

5 official routes to Permanent Residency

The National Directorate of Migration recognizes 5 categories for obtaining Permanent Residency. We help you identify which one applies to your situation.

Category Change

The most common route: after completing your Temporary Residency period, you can apply for a category change to Permanent Resident. Fee: Gs. 2,787,550 (includes the category change).

Foreign Investors (SUACE)

For qualified investors, including the Paraguay Investor Pass 2026 (MIC Resolution No. 283/2026): direct access to Permanent Residency without going through Temporary Residency, verified through the Unified System for Business Opening and Closing (SUACE).

Children and Spouses of Paraguayans

A specific route for direct family members (children or spouses) of Paraguayan citizens, with their own documentation requirements before the National Directorate of Migration.

Family of Repatriated Citizens

For foreign family members of repatriated Paraguayan nationals, in coordination with the Secretariat for the Development of Repatriated Nationals and Refugees.

MERCOSUR Regime

For citizens of Argentina, Brazil, Uruguay, Bolivia, Chile, Peru, Colombia and Ecuador with valid MERCOSUR Temporary Residency. Differentiated fee: Gs. 2,230,040.

If you have valid MERCOSUR Temporary Residency, you can apply for Permanent Residency under the MERCOSUR regime, with a differentiated fee of Gs. 2,230,040. It is important to apply before your MERCOSUR Temporary Residency expires (non-renewable), or you will need to use the general regime of Law 6984/22.
