Civil identity document
The Paraguayan ID Card for foreigners is issued by the National Police Identification Department, under Resolution No. 215/2020 and Migration Law No. 6984/2022. It has the same validity period as your Temporary or Permanent Residency.
The ID card is the document Paraguayan banks request to open accounts, cards and operate locally.
With your ID card you can apply for the RUC (Tax ID) before the SET, a prerequisite to invoice, work formally or set up a company.
The ID card is issued with the same validity period as your Temporary or Permanent Residency — when you renew or change your residency category, you must also renew your ID card.
Art. 13, Resolution No. 215/2020
Under Art. 13 of Resolution No. 215/2020 of the National Police Command, per Migration Law No. 6984/22, the requirements to apply for the ID card for the first time are:
Original Permanent or Temporary Settlement Certificate, issued by the General Directorate of Migration.
Notarized photocopy of the Permanent or Temporary Admission Card, issued by the General Directorate of Migration (Eligio Ayala and Caballero).
Notarized photocopy of the valid identity document from the country of origin, with a Ministry of Foreign Affairs visa where applicable (MERCOSUR citizens).
Notarized photocopy of the Birth Certificate, endorsed by the Paraguayan Consulate in the country of origin and legalized by the Ministry of Foreign Affairs, or bearing a Hague Apostille seal.
All documents must be translated by a public translator registered with the Supreme Court of Justice if not in Spanish, except documents in Portuguese.
Two notarized photocopies of all documents (uncut pages). Originals must be presented for verification.
Art. 24, Resolution No. 215/2020
If your ID card is about to expire or has already expired, Art. 24 of Resolution No. 215/2020 sets out the documents required for renewal:
Expired ID card, or a transcript of the police report in cases of loss, theft or robbery.
Photocopy of the permanent admission card issued by the General Directorate of Migration.
Issued by the Police Station or the Justice of the Peace Court corresponding to your address in Paraguay.
Criminal Record Report issued by the INTERPOL Department, authenticated by the Human Resources Directorate and legalized by the National Police Command.
Police Background Certificate, issued by the National Police Identification Department (Gs. 24,500).
Photocopy of the valid identity document from the country of origin, notarized by a public notary.
