The Paraguayan ID Card for foreigners is issued by the National Police Identification Department, under Resolution No. 215/2020 and Migration Law No. 6984/2022. It has the same validity period as your Temporary or Permanent Residency.

Same validity as your Residency

The ID card is issued with the same validity period as your Temporary or Permanent Residency — when you renew or change your residency category, you must also renew your ID card.

First-time ID card (Temporary or Permanent Residency)

Under Art. 13 of Resolution No. 215/2020 of the National Police Command, per Migration Law No. 6984/22, the requirements to apply for the ID card for the first time are:

Settlement Certificate

Original Permanent or Temporary Settlement Certificate, issued by the General Directorate of Migration.

Admission Card

Notarized photocopy of the Permanent or Temporary Admission Card, issued by the General Directorate of Migration (Eligio Ayala and Caballero).

Document from country of origin

Notarized photocopy of the valid identity document from the country of origin, with a Ministry of Foreign Affairs visa where applicable (MERCOSUR citizens).

Legalized birth certificate

Notarized photocopy of the Birth Certificate, endorsed by the Paraguayan Consulate in the country of origin and legalized by the Ministry of Foreign Affairs, or bearing a Hague Apostille seal.

Translation if applicable

All documents must be translated by a public translator registered with the Supreme Court of Justice if not in Spanish, except documents in Portuguese.

Two notarized photocopies of all documents (uncut pages). Originals must be presented for verification.

Renewal of the ID Card for Foreigners

If your ID card is about to expire or has already expired, Art. 24 of Resolution No. 215/2020 sets out the documents required for renewal:

Expired ID or police report

Expired ID card, or a transcript of the police report in cases of loss, theft or robbery.

Permanent admission card

Photocopy of the permanent admission card issued by the General Directorate of Migration.

Life and Residency Certificate

Issued by the Police Station or the Justice of the Peace Court corresponding to your address in Paraguay.

Criminal Record (INTERPOL)

Criminal Record Report issued by the INTERPOL Department, authenticated by the Human Resources Directorate and legalized by the National Police Command.

Police Background Certificate, issued by the National Police Identification Department (Gs. 24,500).

Photocopy of the valid identity document from the country of origin, notarized by a public notary.

What you need to know

Any foreigner with Temporary or Permanent Residency granted by the National Directorate of Migration can apply for the ID Card before the National Police Identification Department, under Art. 13 of Resolution No. 215/2020.
Issuing the ID card for the first time is free of charge, per the Identification Department fee schedule (source: ABC Color, March 2025). Related procedures such as the police background certificate (Gs. 24,500) do have a separate cost.
Delivery has a reference period of approximately 30 business days. The ID card can only be collected by its holder.
