The direct route to Permanent Residency for investors

The Paraguay Investor Pass is not a new standalone immigration category, but a regulatory update — through MIC Resolution No. 283/2026 — to the conditions for foreign investors to access Permanent Residency. It was officially presented on April 17, 2026 by the Minister of Industry and Commerce, Marco Riquelme, together with the National Director of Migration, Jorge Kronawetter, during an official mission in Sao Paulo, Brazil. It is a residency-by-investment program, similar in concept to European Golden Visas, but with significantly more accessible thresholds.

Dividend Tax: from 15% to 8%

One of the most relevant components of the Investor Pass is the associated tax package. Minister Riquelme highlighted the reduction of the dividend tax from 15% to 8% for residents who qualify under the regime — a 7 percentage point difference with a significant compounding effect over the medium term.

It does not grant Paraguayan citizenship — it grants Permanent Residency; naturalization still requires 3 years of legal residency.
